I've only included programs that focus primarily on performing or some combination of performing and songwriting. As always, please feel free to add anything I've missed or correct anything that's not right.
If you're looking for programs that are more music tech and/or music business focused with minimal performance requirements, the list of programs on MEIEA's website or the Association of Arts Administration Educators website are good places to start. There is some crossover on both websites with programs that focus on performing, but they include music tech/business/industry programs on their directories.
I'm compiling lists of programs in the UK and Australia, as well. Both countries have great CCM pedagogy communities and lots of opportunities to study commercial voice. Coming soon.
Did you attend a commercial voice program? Do you teach at one? Give your school a shout out in the comments below!
UPDATE: Some of you have suggested jazz programs for the list. Thank you for your contribution! However, for now, I'm distinguishing popular/commercial music from jazz. I've included programs that mesh the two. There are definitely some gray areas. In many ways, they're the closest cousins of the four degree categories available on the collegiate level (Classical, Musical Theatre, Jazz, and Popular/Commercial). I think most jazz singers (myself included) would say that they have lots of influences from the popular and commercial worlds in their work. But my initial studies about these academic programs and their curriculums show that most popular/commercial programs are often noticeably different from most jazz programs. Please feel free to share your thoughts about this decision in the comments.
